While, as you know, cemeteries in Japan often have neither walls nor locked gates, visiting tombs of famous people is practiced even here, though I guess it's mostly fans paying homage to their idol, be it Dazai Osamu or Mizuki Shigeru (two fellas whose tombs I visited myself... for work).
